Pepper Steak

1 (1 pound) round steak, thinly sliced against the grain Brown round steak in oil. Add onions, garlic, salt, pepper and sugar, and simmer, covered, for 30 minutes or until meat is tender. Add celery and green bell peppers and cook another seven minutes. (Recipe Continues Below)
Mix cornstarch, soy sauce and water and add to mixture until it is thickened. Serve over rice or egg noodles. (Recipe Continues Below)
